ZATCA Phase 2 – Integration Phase -Simple Guide for you

For a business owner, the most important thing to know is when to do this. You do not need to do this today, buy you do need to know when your wave begins. ZATCA does not force everyone to integrate at the same time, it’s based on your business revenue.

What is Phase 2 ?

In Phase 1, you only had to generate an electronic invoice and save it, instead of a handwritten one.

In Phase 2, your software must talk directly to the government, means every time you make a sale, your software has to automatically sends the invoice data to the ZATCA ” Fatoora” platform for real time verification and reporting. In order to ensure your business stays fully compliant with all regulatory standards.

  • B2B (Business-to-Business): Invoice must be sent to ZATCA and approved before you give the invoice to the customer.
  • B2C (Business-to-Consumer): You give the invoice to the customer first, but you must report it to ZATCA within 24 hours.

How do i know when to start ?

ZATCA deadlines aren’t the same for all. It depends on your business

  • The Wave System: ZATCA divides businesses into groups called “Waves.”
  • The Notification: ZATCA will notify you at least 6 months before your deadline via email and through your account on the ZATCA portal.
  • Where to check : Do not wait for a letter in the mail. Log in to your ZATCA e-portal account. Your dashboard will show you if you have been assigned to a Wave and what your specific deadline is.

What do I need to do ?

If you’re in an upcoming Wave, stay calm. Here are the steps:

  • Make sure your software is ZATCA Phase 2 compliant/integrated
  • Your POS provider will handle all necessary digital security requirements on your behalf.
  • Your provider will run a final check to ensure your system is fully ready and error-free before the deadline
  • Make sure your cashiers know that if the internet goes down, they must still issue the invoice, but the software will automatically sync it once the connection returns.

Here is what happens the moment you make a sale:

  • You Click “complete sale“: You finish the sale at your counter exactly like you do now.
  • The Digital Handshake : The moment you hit that button, your POS software automatically sends a digital copy of that invoice to the ZATCA system.
  • Instant Verification: The ZATCA system checks it, stamps it, and says “Approved.” This happens in less than a second.
  • Done: You hand the receipt to your customer.

You don’t have to do anything extra. You don’t have to upload files, you don’t have to go to a website, and you don’t have to keep paper records. Your software handles the entire conversation with the government for you, automatically.

What happens if I ignore it?

ZATCA is strict about this. Penalties for non-compliance are significant, ranging from SAR 5,000 to SAR 50,000. More importantly, if your system isn’t integrated, you may face delays in issuing invoices, which directly stops your sales process.
